Arsenal had been in talks to sign the attacking midfielder all summer and are believed to have had a £30m offer rejected last month whileBarcelona were also understood to be tracking the player.
Monaco have maintained Lemar is not for sale, with the Ligue 1 champions having already sold a number of key players including Bernardo Silva and Benjamin Mendy to Manchester City and Tiemoue Bakayoko to Chelsea.
They said last month there would be 'no more departures' amid continued interest in Lemar, Djibril Sidibe and midfielder Fabinho and Klian Mbappe. The latter is now understood to be on the verge of a season-long loan move to Paris St Germain.
Mohamed Salah, Andy Robertson and Dominic Solanke are the only new arrivals at Anfield this summer, but Jurgen Klopp hinted that could change after they secured their passage to the Champions League group stages.

Speaking after their 6-3 aggregate win over Hoffenheim last week, Jurgen Klopp said: "It's [Champions League qualification] a big influence on the transfer market, especially if we do it more often.
"I said I think before the game, if you talk to a player, they really often [mention it]... especially players we talk to."
Lemar, who helped Monaco win the French title last season for the first time in 17 years, was in France's starting line-up for the friendly victory over England in June.
The promising 21-year-old scored 12 goals in 39 appearances last season and has three years left on his Monaco contract.

Mourinho aims to end encouraging week on a high

Manchester United manager Jose Mourinho will hope to cap a successful week, on and off the field, by making it three wins in as many games when Leicester visit Old Trafford on Saturday.

United have won their opening two league games, each by 4-0 scorelines, at home to West Ham and at Swansea, while Mourinho has been boosted by seeing key squad members return from long-term injuries.
As if that wasn’t encouraging enough for Mourinho, Swedish striker Zlatan Ibrahimovic has rejoined on a one-year contract and should be available before the end of the year after recovering from knee surgery.
Defenders Luke Shaw and Marcos Rojo are also regaining fitness, along with winger Ashley Young.
Shaw and Young, who both came through an under-23 fixture this week, could find themselves on the bench against Leicester.
With Ibrahimovic still months away from a return to first-team action, Mourinho will be hoping Romelu Lukaku, the man signed to replace the 28 goals scored by the Swede last season, can continue in his current form.

The Belgian international scored three goals in his first two league games – four in three games, including his goal in the European Super Cup defeat to Real Madrid.
And Ibrahimovic believes that, despite losing club captain Wayne Rooney this summer, United’s attacking corps is far stronger thanks to the development of Marcus Rashford and the arrival of Lukaku.
“Yeah, I’m happy he came. I think the team is much stronger this season, although we lost Rooney, a legend,” said Ibrahimovic on ESPN FC.
“Signing Lukaku makes us even stronger because he has different qualities from me as a striker and from Rashford as a striker. He is a powerful guy and he brings extra qualities in a game.”
– United on top –
The addition of Lukaku – plus, presumably, his own pending return to the United fold – has convinced Ibrahimovic that Mourinho’s side can win the Premier League title this season.
“In the Premier League there are many rivals, which are the top six let’s say, they will give a hard time for everybody,” he said.
“Like last season Chelsea was the best team, they won. You’ll still have Chelsea, you have Liverpool, I think Everton are not to be underestimated because they have a great coach and they are investing a lot to win.
“And obviously you have Arsenal, Manchester City. So I think it will look like last year but this year the Red Devils will be on top.”
Leicester head for Old Trafford hoping defender Harry Maguire recovers from a knee injury in time to continue his impressive start to life with the club.
The close-season signing from Hull has performed well enough in his two Foxes appearances so far to win a place in Gareth Southgate’s latest England squad.
But he missed training on Thursday with an injury that could force him out of the United game and England’s meetings with Malta and Slovakia.
Leicester manager Craig Shakespeare believes the centre-back could be an England captain of the future.
“I don’t see any reason why he can’t,” said Shakespeare.
“He’s very level-headed. It’s something that’s come along fairly quickly. But he’ll take it in his stride. He will take to it like a duck to water.
“He has impressed everyone with ability as well as his character. We are delighted for him, he can be really pleased with his overall performance since he has been here.
“It’s vitally important you bring the right characters in. He is aware of what he needs to do. I am really pleased with him.”

Ibrahimovic rejoins United to settle unfinished business

Zlatan Ibrahimovic has rejoined Manchester United on a one-year contract after the Swedish star’s spell with the Premier League side was curtailed by a serious knee injury last season.

Ibrahimovic missed the final weeks of United’s campaign after suffering ligament damage in a Europa League clash against Anderlecht in April.
But United manager Jose Mourinho remained in contact with the 35-year-old while he underwent his rehabilitation and the former Barcelona and Paris Saint-Germain forward has now agreed to return to Old Trafford.
“I am back to finish what I started. It was always mine and the club’s intention for me to stay,” Ibrahimovic told United’s website.
“I cannot wait to get back out on that Old Trafford pitch, but I also know that I have to take my time to make sure that I am ready.
“I have been working hard and will continue to do so to make sure I am in the best possible condition for my return to the pitch.”
Ibrahimovic scored 28 times in 46 appearances in his first season with United, with his eye for goal and leadership skills helping Mourinho’s men win the League Cup and march towards the Europa League title.
The Swede was injured by the time United beat Ajax in the Europa League final in his native Stockholm and both the player and his club agreed to let his contract expire at the end of the season.
But Mourinho was impressed enough by Ibrahimovic’s first nine months with United that he made it clear he was open to the forward returning if his recovery went well.
“There were a couple of teams reaching out, wanting ‘Ibra-kadabra’ in their team, but I had such a great year with United. Fantastic guys, great club,” Ibrahimovic told ESPN FC.
Ibrahimovic, who was linked with a move to Los Angeles Galaxy earlier in the close-season, has been working with United’s medical staff at the club’s Carrington training base and his regime has been so successful that reports suggest he could be back on the pitch by late October.
– ‘Ambition and experience’ –
On Sunday, Ibrahimovic, who will wear the number 10 shirt for United, posted a video on Twitter challenging his followers to guess which knee he had damaged as he showed off taekwondo moves on a punch bag.
“In the beginning when it happened, it was something new for me because it was a big injury, this is the first major injury of my career,” Ibrahimovic said.
“It will take longer than one month, it’s a new situation, a new challenge I have to go through, but mentally I am strong.
“I feel good. I work hard, I haven’t had a day off since the injury.
“I don’t want to be something I wasn’t, I want to be the one I was and even better.”
Despite Ibrahimovic’s encouraging recovery, which included the Swede being pictured diving off the side of a luxury yacht recently, the United boss won’t rush his return.
“We are delighted Zlatan is on the road to recovery and we are equally delighted to have his ambition and experience back with us,” Mourinho said.
“After his contribution last season he deserves our trust and we will be patient waiting for him to return.
“I have no doubt that he will be important in the second part of the season.”
Ibrahimovic has won a trophy in every season since 2001, including 13 league titles.
In Ibrahimovic’s absence, United have made a flying start to the Premier League season.
Mourinho spent a British record £75 million to sign Everton striker Romelu Lukaku in the close-season and the Belgian’s arrival has sparked United to win 4-0 against both West Ham and Swansea in their first two league games.
